The miles-per-gallon figure on a new car window sticker is not measured by driving the car down a road. It is produced on a chassis dynamometer — essentially a treadmill for cars — inside an EPA laboratory. A driver follows a precise speed-and-acceleration script on a screen while the dynamometer simulates road load and vehicle weight. The EPA then measures the carbon in the exhaust and uses a carbon-balance equation to calculate fuel burned. Because every vehicle is tested the same way, the sticker is an excellent standardized comparison tool — but it is a lab estimate, not a prediction of your personal results.

How those cycles become the sticker number
The EPA combines the city and highway results into the "combined" figure you see most prominently, weighting city at 55% and highway at 45% using the harmonic formula FEcombined = 1 / ((0.55 / city FE) + (0.45 / highway FE)). This weighting reflects that the average U.S. driver does a bit more city than highway driving. The original two cycles (FTP and HWFET) date back to the 1970s; the three extra cycles (US06, SC03, and Cold FTP) were added for the 2008 model year to capture high-speed driving, air-conditioning use, and cold weather — conditions the old tests ignored.
The 2008 rule change that lowered every sticker
Before 2008 the EPA simply knocked the raw lab numbers down with flat adjustments: 10% for city and 22% for highway. The 2008 update replaced that blunt approach with the five-cycle method, which brought estimates much closer to real driving. The catch is that the new, more realistic numbers were lower. According to the EPA final rule (40 CFR Parts 86 and 600, effective model year 2008), city estimates dropped about 12% on average and by as much as 30% for some vehicles, while highway estimates fell about 8% on average and up to 25%. Gasoline-electric hybrids took the biggest hit because their technology is especially sensitive to cold and air-conditioning use: new city ratings came in 20–30% lower and highway 10–20% lower. The vehicles themselves were unchanged — only the math behind the label got honest.
Why your odometer still beats the sticker
Even with the more realistic 2008 method, the EPA is clear that the sticker is an estimate. As the agency put it during its 2012 review of hybrid ratings: "Most vehicles’ real-world gasoline mileage is less than the EPA sticker number, and can often be 20% less than the sticker number depending on speed, temperature and other factors," with the gap "much wider" for hybrids — "as high as a 30% drop." Consumer Reports has likewise found that, across its road tests, more than 80% of vehicles land within about 2 mpg of their EPA combined rating, but that real-world results usually come in below the number on the label.
What actually steals your MPG
